NSW Transition to Smart On-Board Mass

What is a Smart On-Board Mass system?

Smart On-Board Mass (OBM) systems are devices that use digital technology to collect and transmit mass data from vehicles in a reliable and standardised way. The systems capture axle mass measurements as digital records and the data is shared with relevant road managers via Transport Certification Australia’s Telematics Analytics Platform (TAP).

Road managers can access a lot of data and analytics tools in the TAP such as:

  • Aggregated enrolment reporting for each state
  • Road Use Reporting and Analytics dashboard
  • Smart OBM dashboard
  • Smart OBM Statistical dashboard (currently being rolled out),
  • Reporting on individual road segments and structures.

Increasingly the sharing of data from vehicles is becoming a condition of access to the road network for restricted access vehicles.  

Victoria has mandatory Smart OBM 

Victoria’s Smart OBM requirements began on 30 June 2023 and apply to PBS vehicles with a Gross Combination Mass (GCM) in excess of 68.5t and quad-axle semi-trailers in excess of 46.0t GCM. Subject vehicles without smart OBM are limited to a GCM of 68.5t for multi-trailer combinations and 46.0t GCM for semi-trailers.

NSW Smart OBM

The changes in NSW aim to harmonise the use of Smart OBM systems for mass monitoring of heavy vehicles in New South Wales with other states. Transport for NSW (TfNSW) is transitioning from Interim On-Board Mass (OBM) management to Smart OBM. 

All Performance Based Standards (PBS) vehicle operators with mass monitoring as a condition of access will need to transition to the more advanced telematics technology by 1 June 2024 (Queensland has a similar time frame).

The changes will require the operators of eligible PBS vehicles to have Smart OBM systems fitted to their vehicles. Additionally, those vehicles must be enrolled in an applicable scheme of the Telematics Monitoring Application (TMA), and their Smart OBM systems paired with an Application Service Provider (ASP) certified by Transport Certification Australia (TCA).
